this doesn't error on const-eval anymore, so this doesn't test diagnostic quality

(ngl there is much more issues https://github.com/rust-lang/rust/blob/main/src/tools/tidy/src/issues.txt, but that's nice big step to remove that file entirely :) not in scope of this gsoc project for sure 🙃) |
