I had it in my head that we ran the publish dry-run in presubmit, so I thought this kind of thing would show up earlier. My bad on that; if I'd realized we didn't I'd have run the package through dry-run publish locally before we landed it. |

I'm just going to land this revert without waiting for presubmit, since it's a straight revert and no changes to this package have landed in the meantime. |
