Search: Don't display violations that are dismissed

Explanation of Change

1. The violations passed to transaction item and transaction group item (react components) are not filtered i.e. they include dismissed violations that shouldn't be displayed. This PR fixes that by applying the necessary filters.
2. Similary the violations that are passed to getReportPrimaryAction include dismissed violations which lead to incorrect primary button message. This is fixed too.

2. Observe the transaction in the Reports page
3. Observe the violation "Can't auto-match receipt due to broken bank connection which you need to fix"
4. Open the expense and click on Mark as Cash
5. Verify the violation is dismissed
6. Verify the Mark as Cash button is no longer displayed

Test 2:

1. Navigate to workspace chat having duplicated expenses
2. Click on Review
3. Click on Review duplicates
4. Click on Keep all
5. Return to workspace chat
6. Click on View
7. Verify the "Potential duplicate" violations are no longer displayed

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

@pecanoro It pretty much does, there was just a another issue where the primary/secondary buttons would still show the "Review duplicates" button. That's fixed now in this recent commit. I have updated fixed issues list and testing steps.
