Migrate lastMessageTimestamp to lastActionCreated

Details

Swaps out lastMessageTimestamp for lastActionCreated. Fortunately most of this is well-covered by automated tests.

Tests

1. Pin a chat that's not at the top of your LHN to the top. It should appear there and stay there upon refresh/log out log back in.
2. Verify that it appears at the top of the LHN
3. Start writing a draft comment in a different chat
4. Verify that the chat jumps to the top of the LHN (but below the pinned chat)
5. Open the chat search page.
6. Enter a search term that yields more than one result.
7. Verify that the search results appear in the order when they were most chatted in

• Verify that no errors appear in the JS console

Offline tests

1. Go offline and create a new chat
2. Send a message in that chat
3. You should be able to see the new chat at the top of the LHN.
4. Use the chat switcher to look for the new chat – you should be able to find it.
5. Come back online and your chat should stay there.

QA Steps

Same as tests and offline tests (should all be covered by regression tests already).
