Description
This config change will allow the client to sign transactions with 2 different entity manager addresses: one for POA and one for ACDC. This is only for prod because stage is already on ACDC.
For now, identity will respond with the POA receipt. For the migration, identity will decide when to switch over to ACDC and respond with the corresponding transaction receipt. This should have no impact on relay latency until migration is complete, then it should be ~2 seconds.
