Button highlighting is the wrong color

When hovering over an element, the button highlight color is now incorrect on edge.
Not a problem in v7.8.11.

It should be orange, not light white

The behavior currently is fine in dark mode, but we could consider making the buttons a shade darker instead of lighter in light mode.

Once this is fixed, I'd like to create a pull request for testing for v7.8.12-prerelease that we can aim to release on June 5th.
