The python-control tests (we pull current master) already fail with Python 3.5. Use this opportunity to Drop Python2 and Python3.5, add Python 3.9 (NEP 29 -- #108 (comment)) |

Fix conda fails on Travis CI one last time (?) before we move to Github Actions.
See #139 (comment). Sibling of scikit-build/scikit-build#524, but here conda is the offender, not scikit-build.
