Bug: pubs and collections can be created without scope summaries

What went wrong, step-by-step?

I think this may be the first/only read replica related issue. It may also be a caching thing? But anyway...

In some conditions (not sure which), it is now possible to create a collection and/or community without a scope summary. When this happens, it makes dashboard pages crash repeatedly. This seemed to occur only after about February 25.

It does not happen in every instance, but does seem to happen somewhat regularly.

What did you expect to happen?

New Pubs and Collections should always have scope summaries.

I don't think this is super urgent -- it's not happening a ton, and I can manually create the summaries. But we should break the sprint and fix it pretty soon.

I think i've seen the same happen when creating Pubs, it seems that after a while of not interacting with PubPub it happens or something. I'm pretty sure it has to do with the hooks reading from a different readreplica then the thing triggering the hook does. I think this can be solved by queries run in hooks to use read from the primary db, or maybe to wrap them in a transaction.
But i'm having trouble reproducing this locally for now

I also haven't been able to reproduce it locally, but it is happening with some frequency, and it's a bit of a ticking time bomb because every visit to a dash that contains a pub or collection without a summary crashes a dyno.

So, could you (or @3mcd) prioritize one of those approaches this week?
