When a user has entered or already has a display name but does not want to add an avatar, this new avatar page disables the only primary Next action until avatar.draftUrl is non-empty, and the skip/continue actions are only shown after a save error. The previous flow could continue with just a display name, so first-run users without an image/emoji are now stuck on this step unless they choose an avatar.
