Part 5 of 6, adding team_name to all metrics when available.

Follow-up to #68108
Can be reviewed/merged in parallel with #68367, #68589, and #68593

Looks good. Arguably, the only contentious part of this PR are the extra _get_team_names_for_dag_ids invocations but its restricted to multi-team and cached. So no noticeable performance degradation.
