Fix currency selected incorrectly after page reload

Explanation of Change

When we reload the page, the currency is supposed to reset to USD in both Add payment card and Change payment currency pages, but because onyx caches data, the currency selector will stay stuck on the previously selected currency in the Change payment currency page.

This PR addresses the issue by leveraging the useOnyx metadata status to ensure we re-render the selector component in the Add payment card page when the status becomes loaded instead of allowing fallback to CONST value and not re-rendering which caused the previous (cached) value to show in the Change payment currency page.

1. Go to Subscription page.
2. Click Add payment card (does not apply on Native [no support]).
3. Change currency to AUD (or any other than default USD).
4. Reload page (only applies to Web / mWeb and Desktop).
5. Verify that the currency will be reset to USD in both Add payment card and Change payment currency pages.
