[Unreported] [$250] Enable fields specific to the active workspace to the unreported expenses

Feature Description

Remove the hardcoded flag that hides the implementation in the project and verify that the following regressions are fixed:

• [Due for payment 2025-09-17] Expense - Violations only show up after making changes to the field #69986
• [Due for payment 2025-09-17] Expense - Wrong max tax amount, error when saving tax in self DM expense #69988
• [Due for payment 2025-09-17] Expense - Wrong system message when adding tag and tax rate to self DM expense #69989
• [Due for payment 2025-09-17] Expense - Category RHP loads infinitely when workspace is deleted #69990
• [Due for payment 2025-09-17] Report - Not here RHP shown after clicking on the Report field while Submit to someone #69995
• [$250] Expense - Category field is missing while submitting track expense to workspace. #69993
• [Due for payment 2025-09-17] Reports - Expense report is missing name and avatar and not clickable for a specific account #70057
