Description

Complete Capabilities executor package.

• Added CapabilitiesExecutor that connects with the "capabilities_fabric" action server on the capabilities_server. This also spawns an "capabilities" action server that accepts a XML based plan via action message.
• Added CapabilitiesFileParser that connects with the "capabilities" action server on capabilities_executor. This can also be taken as an example that other clients follow to connect with capabilities_executor.
• Added Plan.action and Connections.action action messages
