Let's keep this PR for only adding AZ.PostgreSqlFlexibleServer.
And link PR [PostgreSQL] Deprecate Az.PostgreSql module #29649 to only remove AZ.PostgreSql.
- If it's OK, please remove the part of "deprecating AZ.PostgreSql" from this PR.
