Why was Constant.COMMITTEE_ALLOW_TVM_SELFDESTRUCT_RESTRICTION not removed?

Thank you for the reminder. Yes, Constant.COMMITTEE_ALLOW_TVM_SELFDESTRUCT_RESTRICTION also need to be removed.
