test(release): gate installed candidate regressions

Summary

• Run the persistent-open-stdin MCP startup regression, UTF-8 BOM refresh, supported-predecessor recovery, stale plugin/runtime repair, and exact candidate version-consistency contract against the installed packaged runtime.
• Prove projectatlas --version, JSON runtime-info.version, and the rendered token --view tui footer agree with the exact workspace candidate version.
• Execute all five installed-candidate contracts on Linux x64, Windows x64, macOS x64, and macOS arm64 before publication.
• Keep the release workflow fail-closed with one bounded policy test for exact candidate paths, selectors, timeouts, shell failure propagation, exact test selection, and forced execution of ignored selectors.
• Protect the TUI footer independently with deterministic 80-, 140-, and 200-column Ratatui buffer coverage. The stale README screenshot is tracked for exact v0.4.3 candidate regeneration and visual QA in bug(tui): render a representative full-project Atlas map #428.

Verification

• Full repository pre-push gate passed on the final head, including the workspace all-feature test suite, 119 active CLI E2Es, strict OpenSpec, and IssueOps.
• All five release-step regressions passed locally with --exact --include-ignored --nocapture; all seven exact release selectors are guarded by the workflow-policy contract.
• A deliberately ignored exact selector executed and failed with 0 ignored; 1 failed, proving the prior false-green path is closed.
• Ratatui buffer regression, YAML parse, formatting, all-feature clippy, dependency policy, Rustdoc, repository scan, and low lint passed.

No production code, schema, dependency, or public API changes.
