Browser tooltips (i.e. "Field is Required") block forms making it difficult to read every option. This was originally reported for pick lists but is also possible for certain query comboboxes, such as determination when selecting a different COT, and might happen in other places as well.

We should use custom tooltips that would not obscure any forms or block any pick list values.

Since we do use the browser tooltips for accessibility reasons we could just continue to use those.
