[DwC export]: Make RSS Feed DwCA automatic export process internal

Describe the bug
The days specified in the ExportFeed file do not cause automatic exporting when specified.

To Reproduce
Wait 7 days and see that no automatic export occurs.

Expected behavior
Every 7 days an export should automatically take place.

From what I remember, a cron job needs to be configured to hit a particular API endpoint (e.g. daily). And then that endpoint will decide how much time has passed since last update and what export feeds need to be updated.
