Procedure to disable the automatic creation of the STEPPATH

Description

Caddy is using the step certificates authority, but the use of it initializes the STEPPATH, creating the ~/.step directory automatically.

We should have a way to disable this side effect, perhaps only initializing the STEPPATH if one of the methods in github.com/smallstep/cli/config is being used.

Just want to follow up, is this resolved? It'd be nice if we can get this tidied up before Caddy's release candidate in a week or two so we aren't making empty folders on people's systems. 👍
