Add DeletionPolicy option

Would love to see the DeletionPolicy option added to each function. 
This is a workaround for the fact that deleting stacks with L@Edge causes it to fail. (edge replicas)

This would allow devs to tell the stack to `retain` the edge functions so they can setup a cron later to clean them up. I may work on a PR for this if I have time.
