Rollup merge of #160018 - RalfJung:abi-required-target-feature, r=mejrs test suite: add ARM case to ABI-required target feature check for -Ctarget-cpu I [learned](https://rust-lang.zulipchat.com/#narrow/channel/131828-t-compiler/topic/target-cpu.20with.20extensions/near/613010587) that this error can also be triggered on ARM so let's use that to increase our test coverage. I also renamed the test file so that it is grouped together with the other files that test similar things.
