Create API endpoints for tag operations to support dynamic UI features. See requirements for Tagging.

• Add tag search/autocomplete endpoint
• Create endpoint for tag creation
• Add endpoint for cognate relationship management

• Add rate limiting for API endpoints

An initial implementation was introduced at #133 to serve a JSON response with tags for the select-tags component.

Hello @dcollie2, please not yet, I'm still working on #142, which will require some changes to the tags' endpoints.

I want to review this ticket later to add the documentation and possibly generate an Openapi UI for devs.
