Uses one arm64 test entry for conda C++, conda Python, and wheels:
GPU: gb300, latest driver, latest dependenciesThe matrix resolves to
linux-arm64-gpu-gb300-latest-1. RAPIDS runner-group access must be enabled before downstream jobs can be scheduled.
