After #8525, we were testing our 32-bit Windows job on an older Windows Server version (2019) than the other jobs (2022). Then the older Windows Server version was deprecated, and #8989 changed to only testing one Windows Server version.
windows-latest is now Windows Server 2025, so we can go back to testing 32-bit Windows on an older Windows Server version (2022) than the other jobs.
