Add secret scanning for Azure secrets

Azure has a set of secret formats that it used to recommend scanning for, before it paywalled them behind Github Advanced Security.
I note that you have the AWS scanner here - would it be accepted if I was to build an equivalent python file for the Azure secret formats published by Microsoft here?

the patch you submitted seems way way more complicated (and a completely different approach?) than what is done for aws detection

it's probably best for you to make your own tool and maintain it! thanks for the patch anyway though!

Hi @asottile would a reduced set of patterns allow this patch to be considered? There are some core secrets (e.g. AZURE_STORAGE_BLOBURL_PATTERN, AZURE_APP_SERVICE_DEPLOYMENT_PATTERN, AZURE_PASSWORD_UIDPW_PATTERN) that are the really essential ones to scan for. If I reduced the patch to just those patterns would that make it eligible to merge?
