What's in this PR?

Uses either the v1 or v0 of the react/dns package, depending on constraints.

Why?

Allows projects to update dependencies that depend on react/dns to newer versions.

i see that react/http-client has no stable release yet.

what exactly do you mean with version v0 in the PR title? do you mean v0.4 by that? (semver says that between 0.4 and 0.5 [which does not exist and likely never will, now that a 1.0 has been released] there might be BC breaks - composer won't install 0.5 when the constraint is ^0.4)

looks good to me. lowest version build will be fixed with #37 - imho we can merge this one as is.
