Slider: can we provide a tooltip for the thumb like PF3 did?

@KKoukiou just want to confirm that the thumb value input will not work for your use case?

The issue with the input is that it we'd like to have the input to the right like https://patternfly-react.surge.sh/components/slider/#value-input, but also have the feedback close to where someone is looking and interacting with the widget (the thumb of the slider).

Using both an input at the right and over the slider is a bit redundant.

Aside: thumb value input truncates oddly and inconsistently, so it really should be fixed before someone uses it in production:

(This is on Firefox on Linux, and the inputs to the right of the slider on that page do not have this issue.)

Also: The input over the slider is also an interesting idea, but is a literal moving target and doesn't look like it can be interacted with due to the light grey borders.

@garrett @KKoukiou This seems like a reasonable ask. @mcoker @tlabaj is this something we can enable directly in React via adding the option via a prop? If so, I will transfer to React and add it to an upcoming sprint.

@mcarrano I imagine so, I don't think there will be any core work needed to support that but I'll wait for @tlabaj to confirm.
