Add maximum and minimum properties for TimePicker

Describe the issue. What is the expected and unexpected behavior?

It would be great if the TimePicker supported maximum and minimum properties that were used for validation as well as generating the range of options presented in the select drop-down.

Please provide the steps to reproduce. Feel free to link CodeSandbox or another tool.

@jkupferer I think this would be a good feature to support, and I will add it to our roadmap. Right now we are scheduling into Q4.

@mcarrano we can limit what the user inputs based on the min/max, but I'm wondering what the selections should show.

Currently the selectable options range from 12:00 AM to 11:30 PM (assuming the default stepMinutes of 30-minute intervals).

What would be the expected selections if a user enters a min of 12:05 AM and a max of 11:50 PM - should we show 12:05 AM as the first option and then return to the default of 12:30...1:00...1:30 or should we increment 30 minutes from 12:05 AM (12:35...1:05...).

Likewise, what should the final 2 selections be? 11:30 PM (current last selection) or 11:35 PM (based on the min example above), followed by an additional entry with the max of 11:50 PM?

@evwilkin I think this is a very good point. I feel as though the default behavior would be to only display the default options that fall in the valid range. The user can configure the size of the steps, so they could additionally change the value of the options and part of this story can be making sure that they do have fine tuned enough control to set the steps however they want.

the reality is that in the time picker, the options created are more like suggestions or available for shortcuts, but the user can type any time (soon to be any valid time)
