Punctuation doesn't work using cURL

I used cURL to call this Speech-to-Text endpoint with punctuate=true:

The transcript that comes back is all lowercase letters with no punctuation.

I found #1375, but the submitter never answered the follow-up questions.

This is expected behavior when using dictation with punctuate. When these are both enabled, we will only punctuate dictated punctuation (and capitalization following appropriate dictated punctuation) rather than the typical punctuation and capitalization applied when punctuation is enabled without dictation.
