Add resources section to ClusterServiceVersion describing the resources managed by the OpenStackLightspeed CR. This fixes the olm-crds-have-resources-test scorecard check [1]. [1] https://sdk.operatorframework.io/docs/testing-operators/scorecard/

It is recommended to run these tests as part of the community-operators pipeline. If we do not fix this then these tests will fail.
