I think they're there because they're listed in the draft charter [1](although that's not mentioned explicitly in #131). See also my
confusion about mapping TDC members to per-project maintainer lists
(opencontainers/web#5).

Thanks for clarifing :). Probably update opencontainers/web and
either update the draft charter there or point it at this MAINTAINERS
file as the source of truth for the TDC.
