fix(deps): Update doctrine/dbal to 3.8.3

• For: chore(deps): Bump doctrine/dbal from 3.7.0 to 3.8.3 3rdparty#1754

Summary

We can not upgrade to v4 because we still support some older MariaDB version that got dropped there (10.3 / 10.4 and Oracle <= 12).
But we can upgrade to 3.8 as this is the current version that gets updates (3.7 is EOL).

• Sign-off message is added to all commits
• Tests (unit, integration, api and/or acceptance) are included
• Screenshots before/after for front-end changes
• Documentation (manuals or wiki) has been updated or is not required
