[Bug]: User menu in the header doesn't follow design changes

Bug description

With NC30 the default clickable area has been reduced to 34px, and it is reflected in all action menus, but in the top right avatar menu all items have a height of 44px making them look large

Steps to reproduce

1. update to latest daily
2. open header menu

Expected behavior

• header menu items should have a height of var(--default-clickable-area)
• padding for header menu should be var(--default-grid-baseline)
