Adds tmux-codex-auto-continue to Development Tools.
It is a fail-closed tmux watcher that resumes interrupted Codex CLI turns and selected retry/wait states with Continue plus real Enter submission, while ignoring normal completed turns. The project includes TPM and pinned curl installation, CI, tagged releases, and an isolated tmux integration suite.
