Test: standalone color picker: in a json file: no color decorator, or it disappears

Steps to Reproduce:

1. Enable the setting Editor: Default Color Decorators
2. Open a json file with a css-formatted value.
3. Observe that there is no color decorator shown.
4. Reload vscode with the json file in focus: color decorator briefly appears but then disappears with no file interaction.

Thanks for filing the issue, I was able to reproduce this issue. Before delving into the explanation, it is to be noted that the color decorators are defined by ColorProviders. A ColorProvider can be registered by an extension or be inbuilt into VS Code. If you have an extension that provides colors, it overrides the colors provided by the default ColorProvider (which is inbuilt into VS Code). In the case of JSON, there is already another inbuilt color provider which, for the example you show, detects that there are no colors in the document. For the other languages, for example TypeScript, you likely have an extension installed that defines a ColorProvider and overrides the default inbuilt one.

The reason there is a flickering behavior is because initially no color providers are registered. At the very beginning you see the colors from the default ColorProvider and then when the other color providers are registered, they override the colors. If you are using a language other than JSON (which for the moment always overrides the colors from the default color provider), you may try to disable all your extensions and verify that the colors are shown as expected.

There is also this thread: #182214, which was started by a user who suggested that instead of overriding the default colors, one should be able to take the union of the default colors and the extension provided colors. You may comment on that thread if you consider this to be a good idea.
