Public Workspace Updates

My public workspace bugs:
Selecting Manage shows Forbidden when not in the CreatePublicWorkspace role when that role is set to require. This is not expected, CreatePublicWorkspace is only required to create not manage.
Update Public Scope to show list name first, if no list name then show names of up to 3 public workspace names that are set to visible, if more than 3 are visible, then show as 3+
Add Goto Public Workspace button in the Manage page for a public workspace (like group workspaces).

when user tries to access the citation from the public search they get this error
