Confuse categories in layout page

Bug Description

1. Confuse categories in layout page.
2. Some official template appears in "Other Public" panel

Reproduce Steps

1. In marketplace page, click "Data Template" or "Job Template"
2. The templates are showed in "Other Public" panel. But they are official templates.
3. And the categories are confused. What's the classification rules?

Another question: Could we remove the word "Other" from panel name?
