Incorporates change from PR microsoft#25677 to add vendor ID check (0x1002) in GetSupportedDevicesImpl to ensure MiGraphX EP only supports AMD hardware devices. Co-authored-by: Owen Zhang <owen_zzz@hotmail.com>
