Update aarch64 building pool to aiinfra-linux-ARM64-CPU-2019
Motivation and Context
This reduce our build time from 3 hours to 16 mins.

LGTM. Please make sure the "Zip-Nuget-Java-Nodejs Packaging Pipeline" is tested and passed before merging this PR.

In the next, let's try to enable the tests for Windows ARM64 as well. It doesn't need to be in this PR.
