Investigated this during bug triage. Multiple factors at play:

1. No instructions primitive in the OpenCode TargetProfile (targets.py:461-480) -- only agents, commands, skills are mapped
2. auto_create=False means if .opencode/ doesn't exist, the OpenCode adapter silently skips all deployment (vscode.py:66-68)
3. MCP routing fallback -- when the OpenCode adapter skips, VS Code may pick up MCP deps, generating .vscode/mcp.json

Design questions to resolve:

• Should target: opencode in apm.yml override auto_create=False and create .opencode/ automatically?
• Should OpenCode get an instructions primitive? The OpenCode docs reference opencode.json rules, not file-based rules.
• Should MCP routing exclude VS Code when an explicit non-VS Code target is set?

Marking as needs-design -- these are architectural decisions, not a simple bug fix.

Thanks for the report, @herrlegno! Before we can confirm this as a bug, a quick note on the current design plus a request for repro details.

Current design (working as intended)

• opencode.json is emitted by apm install only if a .opencode/ directory already exists in your project at install time. This is an opt-in marker pattern: the presence of .opencode/ signals "I use OpenCode, please generate config for it." No marker, no file.
• AGENTS.md is not produced by apm install. It is generated by a separate step, apm compile, which compiles your APM primitives down to the agent-native files (AGENTS.md, .github/copilot-instructions.md, etc.).

So if you ran apm install in a project without a .opencode/ directory and never ran apm compile, the behavior you saw is expected. If you DID have .opencode/ pre-existing and opencode.json still was not emitted, that would be a real bug and we want to dig in.

Repro details we need

To tell which case you hit, could you share:

1. The full contents of your apm.yml.
2. The exact command you ran (and the directory you ran it in).
3. Whether a .opencode/ directory existed in that project before you ran apm install.
4. apm --version output.
5. Your OS (macOS / Linux / Windows + version).

Hey @danielmeppiel @sergio-sisternes-epam ! just created a Repro repo for you! The idea I had in mind for APM is to build a fully agnostic preset that could be installed to any directory with a target in mind. So in that installation process everything is mapped to that target or targets, to easily share a config with users using different CLIs.

Some notes about the current design:

This is not correct, as soon as apm.yml has an mcp configured and target opencode, apm install will generate opencode.json. But it is not generated when installing from a pack. At least it is done when apm install in preset folder in the repro repo.

AGENTS.md is not produced by apm install. It is generated by a separate step, apm compile, which compiles your APM primitives down to the agent-native files (AGENTS.md, .github/copilot-instructions.md, etc.).
