Add GitHub workflow and bump deps

Description

As travis-ci.org is deprecated, we are moving to GitHub Actions.

We are also bumping dependencies because some of them failing our build and tests when using Node.js 16.

Designs

Added 3 workflows:

• pull-request-validation.yml
  • When pull request is created
  • Will build and run tests
• continuous-deployment.yml
  • When code is merged into main/master branch
  • Will build and publish prerelease version to NPM (for example, 0.15.2-master.a1b2c3d)
• publish-release.yml
  • When new tag v* is created (for example, v0.15.2)
  • Will build and publish production version to NPM

Specific changes

• Added 3 workflows
• Run npm audit fix
• Bumped restify as it broke in Node.js 16 (HTTP request object is now frozen)
• Bumped webpack as it broke in Node.js 16 (MD4 is no longer supported)
