Regenerate tend workflows to pick up review trigger fix

The tend-mention workflow filter that skipped bot-authored pull_request_review events was removed in max-sixty/tend#168, but the downstream workflow files here haven't been regenerated yet. This means a bot review on its own PR still won't trigger tend-mention to apply the suggestions.

Run uvx tend@latest init to regenerate the workflow files and pick up the fix.

I've regenerated the workflow files from tend@main (since the fix from max-sixty/tend#168 hasn't been released to PyPI yet — uvx tend@latest init still generates the old templates).

#2009 picks up the changes: bot-author filters removed from pull_request_review and pull_request_review_comment in tend-mention, triage bot-author filter removed, and "do not edit" headers added. Also updated .github/CLAUDE.md to document the new prompt-level loop prevention model.

A maintainer will review it shortly.
