nice, this looks good to me. will def help to centralize this client. i'll take a look at converting the deploy-action over to this

livekit-cliis the source of truth for the cloud-agents API client, and other callers should import it from there. Version enforcement will be based on the livekit-cli version.This PR refactors livekit-cli to make its functionality easier to share with other callers.
