Panel disappears after clicking on an applet with menu after another

Bug description

If a panel is set to auto-hide or intelli-hide, you cannot easily open one applet menu after another, as the panel will be hidden if you click on another applet while the other menu is open.
If you close the menu before switching to another applet, everything works fine.

Steps to reproduce

• set a panel to auto-hide or intelli-hide (in intelli mode, ensure that the panel is hidden)
• click on an applet (e.g. network@cinnamon.org) to open its menu
• click on another applet with a menu (e.g. sound@cinnamon.org) without closing the previous menu
• the panel disappears

Expected behavior

The panel remains open after the applet menu has been closed in order to click on the other applet. It would also be nice if the click event is triggered on the other applet without having to click again.

I can confirm this behavior for the auto-hide and intelli-hide. However, if the start menu bar is set to “Always show”, the start menu bar does not disappear, but instead of the old window closing and the new window opening, the old window simply closes and the new icon has to be clicked twice so that its menu opens. So the bug affects all modes.
