Epic Summary

The repository needs a governed coverage-expansion programme to raise test coverage to 80%+ before release. This parent issue tracks the six delivery phases that together cover the full 62-task plan in .github/projects/active/test-coverage-implementation/README.md.

Acceptance Criteria

  • All six phase issues are created and linked.
  • The baseline coverage report is captured and documented.
  • Coverage work reaches the 80%+ target or records the remaining gap explicitly.
  • Validation artefacts and final reporting are complete.
  • Documentation and PR/issue checklists are fully ticked off before closeout.

Dependencies / Blockers

  • Stable test environment and coverage tooling.
  • Accurate baseline data from the current repository state.
  • Correct GitHub issue templates and labels for each phase.

Additional Context

The phase breakdown in the source README is the source of truth for all topic coverage. This epic keeps the work in one governed chain rather than allowing ad hoc issue creation.
