Summary

Convert context-reduction-tasks.md into a safe, evidence-gated execution plan before any deletions.

Why

Current plan includes potentially destructive deletes of governance/configuration files without full dependency mapping.

Scope

• Freeze destructive steps
• Build reference/dependency inventory
• Classify each candidate as keep/merge/archive
• Define rollback and validation gates
• Only permit deletion with explicit evidence

Acceptance Criteria

• No destructive action runs without dependency evidence
• Validation gates defined (validate:agents, frontmatter/schema checks)
• Rollback procedure documented
• Plan updated with approved safe sequence
