Execute baseline coverage capture and reactivation sequence for issue #602.

Scope

• Baseline current coverage
• Inventory skipped tests and classify blockers
• Re-enable safe tests in phases
• Validate with CI-compatible test runs

Acceptance Criteria

• Baseline coverage recorded
• Skipped-test inventory complete
• Safe tests re-enabled with pass evidence
• Remaining blocked tests have follow-up tickets
