Rollback/docs/release checklist evidence:

• Added rollback automation utility:
  • scripts/workflows/release/rollback.cjs
• Strengthened post-release changelog validation in release workflow.
• Completed release governance instructions:
  • instructions/release.instructions.md
• Removed obsolete duplicate release PR script:
  • scripts/create-release-pr.cjs

Closing launch child as complete.
