Enhance ISSUE_TEMPLATE/config.yml to include metadata about template routing and automation.

Details

• Current config only has blank_issues_enabled and contact_links
• Add comments explaining the 25 issue templates and their purposes
• Add metadata linking templates to issue types
• Add automation notes for labeling agent
