Preserve explicit idea routing for programmatic captures
When a programmatic capture has both a title and body, this ternary forces trigger: 'note' even if the normalized event already has an explicit trigger: 'idea' or the text starts with idea:. In that scenario substantive idea captures are routed into Notes instead of the Ideas journal section; the existing universal-capture.test.js case for promoting substantive ideas now fails with note !== idea.

Closing as duplicate of #93 (U2 triage of the jarvOS On-Track Plan, SUP-3329). Both PRs address SUP-3293 with identical file sets; #93 is a strict superset — it adds the same MCP tool timeout plus explicit trigger:'note' forcing in noteCaptureArgs(), which also fixes the triggerless-capture drop. #93 is the survivor and will go through review to merge. |
